LPC-Ss must now accrue CE hours in supervision to maintain their LPC-S credential.
Per ABEC Administrative Rule 255-X-3-.03(3)(h):
Recertification. Recertification/renewal of the LPC-S certification will be a part of the LPC license the LPC-S is based upon. A separate renewal of the LPC-s is not necessary.
Maintenance of the Supervisor status shall require that the LPC-S accrue a minimum of five (5) formal contact clock hours of relevant professional and continued education devoted to supervision during each two-year renewal cycle of the accompanying LPC license. These five (5) hours cannot be from the Continuing Education Credit for LPC-Supervisors. These five (5) hours can count as a part of the required forty (40) hours or continuing education for LPC licensure renewal.
LPC-S’s who fail to renew their LPC license each two-year period with the required five (5) hours devoted to supervision content must reapply to the Board for Supervising Counselor status.
Review of LPC-S’s compliance for continuing education in supervision will be a part of the LPC audit process.
This rule will have NO effect on those LPC/LPC-Ss renewing this renewal cycle (meaning by the July 31, 2022 deadline). This rule will only go into effect at the start of your next renewal cycle, meaning:
If you renew your LPC/LPC-S by July 31, 2022 deadline, then the LPC-S CE requirement of the 5 CEs by an LPC-S will not need to start until the Aug 1, 2022 licensure cycle (for those whose licenses started again on Aug 1, 2022) and then would be a part of the 8/1/2022-7/31/2024 audit (if that person is chosen for audit).
If you renew your LPC/LPC-S by the July 31, 2023 deadline, then the LPC-S CE requirement of the 5 CEs by an LPC-S will not need to start until the Aug 1, 2023 licensure cycle (for those whose licenses started again on Aug 1, 2023) and then would be a part of the 8/1/2023-7/31/2025 audit (if that person is chosen for audit).
A supervision workshop is not required, only “five (5) formal contact clock hours of relevant professional and continued education devoted to supervision during each two-year renewal cycle of the accompanying LPC license. These five (5) hours cannot be from the Continuing Education Credit for LPC-Supervisors. These five (5) hours can count as a part of the required forty (40) hours or continuing education for LPC licensure renewal.” See ABEC Administrative Rule Rule 255-X-3-.03(3)(f)
Guidelines for the revised Direct/Other supervision ratio:
Supervision of an ALC by a Supervising Counselor (SC) must include a minimum of 100 total hours annually. At least 50 of the 100 hours must be “direct” (one-to-one, face-to-face, in-person, individual) supervision devoted to oversight of care provided by the ALC to clients. In this supervision category, the SC and ALC must be physically present in the same location unless an exception is authorized in the approval of the PPoS.
The “other” category of supervision can be, at most, 50 of the 100 hours annually, but is not necessarily intended to duplicate the characteristics or purpose of one-to-one, face-to-face, in-person individual supervision. However, no form of “other” supervision is allowed without the presence of an ALC’s approved SC.
The “Direct Supervision” component for licensure supervision by an ABEC approved LPC-S requires that the supervision occur as individual, in-person, one-to-one, face-to-face, and physically present (not utilizing virtual formats or methods of interaction).
“Other Supervision” encompasses all forms of supervision that are not defined as “Direct”, specifically including a virtual presence of the SC with the ALC as well as the modality of group supervision. However, no form of “Other” supervision is allowed without the real-time, synchronous presence of an ALC’s approved SC.
Supervision provided for a period of time less than a full year must be a minimum weekly average of two (2) hours which must include at least fifty percent (50%) of one-to-one, face-to-face personal individual supervision.
Both the SC and the ALC have responsibility for maintaining records of supervision sessions and records of direct and indirect counseling service. These records may be examined, on request, by the Board.
However:
If the LPC-S has completed virtual supervision training in compliance with ABEC Administrative Rule 255-X-3-.02(4)(a), then the following guidelines would apply:
Supervision of an ALC by a Supervising Counselor (SC) must include a minimum of 100 total hours annually. At least 25 of the 100 hours must be “direct” (one-to-one, face-to-face, in-person, individual) supervision devoted to oversight of care provided by the ALC to clients. In this supervision category, the SC and ALC must be physically present in the same location unless an exception is authorized in the approval of the PPoS.
In the “other” category of supervision can be, at most, 75 of the 100 hours annually provided through a virtual/digital formats.
If the ALC and the LPC-S utilize the expanded virtual supervision ratio of 75% Other (virtual/digital) / 25% Direct in supervision services, then the LPC-S must attach to the Final Supervision Evaluation a copy of the certificate showing completion of the appropriate training in virtual supervision per ABEC Administrative Rule 255-X-3-.03(2).
This use of the virtual/digital formats does not change the maximum of other supervision formats, such as group supervision. These remain at a maximum of 50% of the supervised time for the ALC. However, no form of “Other” supervision is allowed without the real-time, synchronous presence of an ALC’s approved SC.
Frequently Asked Questions
No, as the supervised hours were not acquired under the supervision of an ABEC approved LPC-S while working with Alabama residents and those in Alabama, they will not be accepted by ABEC for licensure.
If you will be providing clinical services then, yes, you must have a supervising LPC and an approved Proposed Plan of Supervision (PPoS). See ABEC Code §34-8A-8(2): The associate licensed counselor may not practice without direct supervision by a licensed professional counselor.
The determination if client hours are Direct or Indirect rests on the definition of those hours in the ABEC Administrative Rules 255-X-2-.13 and 255-X-2-.14, and what your LPC-S of record considers to be Direct and Indirect in relation those rules. Your LPC-S of record is the deciding factor in this determination.
No, per ABEC Administrative Rule 255-X-3-.02(4)(a): The Supervising Counselor must personally provide to the ALC a minimum of one hundred (100) total hours of supervision annually to include a minimum of fifty (50) hours of one-to-one, face-to-face, personal individual supervision.
Yes, this has always been a part of the Code. ABEC Code §34-8A-8(2): The associate licensed counselor may not practice without direct supervision by a licensed professional counselor.
The ABEC requirement of Administrative Rule 255-X-3-.02(4)(a) is:… Supervision provided for a period of time less than a full year must be a minimum weekly average of two (2) hours which must include at least fifty percent (50%) of Direct one-to-one, face-to-face, in-person, individual supervision. Supervision must be provided in accordance with Alabama Law and Code, and ABEC Codes and Rules.
Lack of work, clients or schedules do not remove this requirement as the supervision is required weekly on average. If the supervision time frame was less than that required by ABEC, then the ALC's acquired direct and indirect client service hours being prorated down to meet the percentage of the required minimum of supervision that was completed. See the ABEC Policy Manual - Proration of Supervised Experience for details.
There is no limit to the number of sites so long as they are on a PPoS reviewed and approved by the Board (or a revised PPoS) that the LPC-S signed and authorized. The approval of the additional site(s) by the Board must be achieved before any hours from those site(s) can be counted.
There is a requirement that supervision will be acquired, on average, 2 hours a week (or 50 hours a year). One hour must be Direct and one can be Other (but can also be Direct if desired). The Direct hour must be face-to-face real-time in the same location (no distance or virtual), The Other can be many other types of interaction including virtual, group (read the “Other” Supervision: An ABEC White Paper https://abec.alabama.gov/forms-and-applications/additional-information/ for details on what Other can be).
ABEC Administrative Rule 255-X-3-.02(4)(a): Applicants for associate licensed counselor must furnish to the Board, on a form approved by the Board, a plan for supervision by a Supervising Counselor. The hours of supervision listed in the plan for supervision are to be provided by the Supervising Counselor whose signature appears on the document. The Supervising Counselor must personally provide to the ALC a minimum of one hundred (100) total hours of supervision annually to include a minimum of fifty (50) hours of one-to-one, face-to-face, personal individual supervision. Supervision provided for a period of time less than a full year must be a minimum weekly average of two (2) hours which must include at least fifty percent (50%) of one-to-one, face-to-face, personal individual supervision.
The Covid Waiver that allowed full virtual supervision was rescinded on Nov 13, 2021 and all supervision, at that time, reverted to the above stated requirements.
Not for ABEC licensure purposes. ABEC ALCs must have an ABEC approved LPC-S for supervision purposes. This is because the ABEC LPC-Ss only have the authority to provide oversight for the clinical services provided to people in Alabama. Supervisors from other states do not have this authority.
No, you may not. ABEC Rule strictly prohibits this. See ABEC Administrative Rule 255-X-2-.19: All supervision of an ALC providing direct service to clients is
to be provided by the Supervising Counselor identified on the license of the ALC. Concurrent supervision is supervision of the direct service provided by an ALC by more than one supervisor for the same clients in order to meet licensure or certification requirements of an entity other than the Alabama Board of Examiners in Counseling. Concurrent supervision of an ALC’s service to the same clients by more than one supervisor is prohibited by the Alabama Board of Examiners in Counseling.
